In the Government Budget of Albania for the fiscal year 2015 has seen that there is no polarization. On the one hand there will continue to be invested only in those goods and services that is invested in the past. On the other side will receive budgetary breathing agriculture, education and health services. It can be seen that the financial assistance budget will indirectly affect unproductive sectors, to become productive. And who would have more need than construction, mineral extractive industries, infrastructure, tourist areas and promoting tourism services with water and rail transport.

In a fiscal reading of budget 2015, I see intertwined around their model of harmony between the two presidents historical governing US, Reagan and Clinton. Their models were based on fiscal architecture that interwove conservative school orientations with the reformist ones. The current government, in coordination with independent monetary institutions, perhaps unwittingly lies between these two architectures of economic governance of the last century in States.

On the one hand a real and sustainable fiscal relief through fiscal integrity (Reagan administration) and in turn increases fiscal discipline and eliminates the budget deficit by investing in human capital through education and research (the Clinton administration). While working for smart regulatory reform and sound monetary policy (Reagan administration), so the financial system is strongly required preservation of low interest rates and encouraging private sector investment by eliminating protectionist tariffs (Clinton administration).

I believe in a balanced budget. I want to recover for budgetary discipline, to help eliminate the deficit and encourage economic growth. I urge to implement a sound monetary policy and a real relief tax burden.

The budget for 2015 has translated the goals of government policy decisions on how to increase revenue, as plans to extend them and how to use these funds to meet unmet needs in years and the development to ensure safety in improving public health and the fight against poverty and social injustice.

This budget was drafted to functional is the main basis for development on solid columns fiscal policy and economic growth. With the commitment to solve problems and to have a direct and indirect effect on the lives of every citizen budget has decided to solve difficult equation for the elderly, children, the poor, ex - politically persecuted, minorities and residents of rural areas.

We know that the economy has been in the past two years with a growth below or at least 2%. This New Year, the economic growth may exceed 2%. But, keeping the ± 2% growth for three years has left a high unemployment rate. But, did the 2014 budget helped in the transition to a declining unemployment rate? Official statistics confirm a positive and hopeful change with 40 thousand new posts of jobs. Fiscal measures that were taken by the government led to public spending.

The monetary policy of keeping interest rates low, encouraging fiscal policy for small business and individuals in poor and middle, and liquidation of funds outstanding for work performed mainly in infrastructure (up over 4 years ago) by businesses with a weight as 2.5% of GDP is estimated to have given effect to the budget; the payment of tax liabilities, at least as 0.05% of GDP, but also an added liquidity in the domestic market with at least as 0.7% of GDP.

In assessing the budgetary balance of 2014 remains to be clarified a simple approach. At what level will be oriented budget deficit and how it is reflected by all policies for developing businesses and boost the economy and foreign investment?

Budget affects the economy, as interest rates on lending and capital circulation. By the way how spending / investing money the government is also is influenced the level of budget deficit. By narrowing the budget deficit is also influenced the money supply and interest rates on the economy and individuals. Low rates = lower cost of capital for industry = higher profits = increase business value.

In fact the 8-month period in 2014 results proved that the theory is consistent with budgetary facts. The deficit is 48% of the planned deficit in the budget 2014, keeping as reserve in the indicator of budget deficit the realization of investments by 30.3% less, and failure to budget expenditures for 10.3% less (Lek 30.5 billion).

Economic growth rate of 3%, which is intended to achieve economy in 2015, is the indicator that begins to turn the fate of the unemployed workers and to revive the demand for employment. Studies on the growth of value added in the economy, based on the realities of developing countries have shown that strong macroeconomic performance, i.e. higher income yield per capita give numerous opportunities for the government to be re-elected. So, does government most interested to build budgets that base their performance on a wide base of public expenditure and the fair distribution of the burden on all individuals who receive income from fiscal residence. But, in setting and enforcing rules should not have further targeted middle class. Currently, this social stratum is the most charged with the taxes and carries on the most part of budget revenues in Albania.

Balancing the tax burden for various segments of taxpayers should be part of an evaluation of the budget himself, to take from every taxpayer the proper portion of the liability it must provide for the public good, but also to have a fair balance between value added in the goods and services it performs each of the individuals and businesses in the economy.

Taxes of 2014 and those expected to be applied in 2015 have not had and do not have the power to disrupt the climate for investing and working in Albania. New tax policy under the new philosophy of taxation means for investors a new model, which does not take less for granted little / but does the opposite of the previous model.

Fiscal management should increase the capacity and quality with a significant difference since 2014.
