It should be able to formulate strategies of creating a pool of job vacancies.
Demography of the country can be used to provide the proportion of the population that is workable but yet unemployed.

These plans can yield maximum job opportunities for the graduates.
The government then holds the basis of job creation in a country.
The government is also expected to modify the education system through which it executes the learning process.
Nowadays local graduates in developing and undeveloped countries still lack some skills required by the job market.
Graduates from universities of the developed countries are the major beneficiaries of the job opportunities in developing and undeveloped countries.
Reason being, they are highly trained through specialized and advanced education system that is specially offered by the developed countries.
In this situation, the government is supposed to strive to advance the education system level so as to enable the local graduates acquire jobs.
Governments can act by creating policies on creation of jobs.
Policies are the basis of government operations.
They assist the government to have a sense of direction by focusing on the objectives of the policies.
For example a government may implement a policy of creating an average of a million jobs a year.
This way it would be consistently providing job opportunities.
In addition, it would donate subsidies to enable existing enterprises to expand thereby offering more employment vacancies.
Another possible way is by ensuring proper management of public funds and execution of public affairs.
Wrong decisions on usage of the funds can lead to losses and further unemployment.
A government ought to strive to prevent corruption and the mismanagement of finances.
This corrective action can assure that funds would be available to cater for job creation.
On the other hand, the graduates themselves also have a role to play in ensuring job availability to them since they have to be sensibly responsible.
In the case of graduates; They can join together their financial arms in forming their own enterprises.
Job creation would be abundant.
More so, there would be favorable job security because they would be their own boss (no one to fire them like in employment).
They can also act by researching the job market to identify the required skills expected from them.
In the current living, acquiring just a degree is a primary base - meaning that it is a needle to be noticed in a haystack of better qualified and very competitive personnel.
Graduates are expected to do analysis of the job career they intend to take up.
They can research the newspapers, job journals or even job websites in the internet.
These would provide information on the expertise that the job market is currently looking up for.
If they find out to lack any of the skills they ought to attempt to acquire them so as to enter the proper competition for the intended jobs.
As for the private sector, it can only have minimal impact in ensuring job availability.
It can do this by taking up efforts to expand their operations, consequently many jobs are created.
