    • 1). Measure the width around your hips with the tape measure. Write this measurement down on a piece of paper.

    • 2). Remove the ribbon from the spool. Measure 20 inches down from the end of the ribbon and make a knot.

    • 3). Hold the end of the measuring tape against the knot you just made. Tie another knot at the measurement mark you obtained in Step 1. The knots will mark your width on the ribbon.

    • 4). Measure 20 additional inches of ribbon and cut the ribbon at this point. Burn the ends of the ribbon with a lighter to prevent fraying.

    • 5). Determine the length of your finished tutu. Double this measurement.

    • 6). Cut strips of tulle at this length that are 3 inches wide.

    • 7). Bring the ends of a tulle strip together to fold the strip in half at the center point. Hold the folded center point on top of the ribbon next to the knot you made in Step 2.

    • 8). Pull the ends of the tulle strip underneath the ribbon and back up through the loop created by the folded center point. Pull the ends of the tulle strip straight down firmly to knot the tulle section in place. Continue to knot tulle strips beside each other on the ribbon until you reach the knot on the other end of the ribbon.

    • 9). Tie the tutu around your waist and make a bow in the back.
