Employment Taxes: When you hire your first employee, the government gives you a few more rolls of red tape. Both the State and the federal government impose a variety of taxes on businesses that have employees.

The Supreme Court confirmed the view in case of CIT v. Taj Mahal Hotel [1971 (82) ITR 44 (SC)], and held that include conveys wider meaning. It gives wider meaning to the words or the phrases used in the statute. It is usually used in interpretation clause in order to enlarge the meaning of the words in the statute.

The taxation law affects the economic interest of the nation. When such laws is inefficiently administered, when such laws are administered by corrupt bureaucracy, when the drastic nature of such laws threat the liberty of businessmen; it results in lower business confidence, less investment, inefficient use of capital and ultimately result in lowering the growth rate of the nation. Numerous studies has been conducted and it has been found conclusively that institutional factors like Rule if Law, personal liberty, absence of corruption, efficient administration propels the growth rate of any nation.

When the U.S. entered into World War I the need for revenue greatly increased. Over the next few years the tax on incomes was increased several times, starting with the 1916 Revenue Act. The War Revenue Act of 1917 reduced exemptions and raised the tax rate again. The 1918 tax act raised the bottom tax rate to 6% and the upper rate to 77%.
