- 1). Start the Photoshop Elements application. Click on the "Edit" tab. Select "File" from the menu and choose "Open." In the dialog that appears, locate the image to which you want to add the border and open it.
- 2). Click "Select" from the menu at the top and choose "Select All."
- 3). Select "Edit" from the menu and choose "Stroke (Outline) Selection." In the dialog that appears, enter the width in pixels you want for the border. Choose the color you want and click "Inside." Click "OK" to apply the border to the image. Save your work.
