    • 1). Get in touch with the US State Department. Inform the administrator of your matter and ask for a connection to the South Korean Embassy. Speak with all possible representatives about the legal issue. Expedite progress by requesting assistance from both State Department and Embassy administrators.

    • 2). Submit all necessary documents to government authorities as requested. While South Korea is not a signatory on the Inter-American Service Convention -- refraining from serving legal documents by mail to Korean civilians -- legal matters regarding US military personnel and other specialized cases may receive assistance from the embassy. Contact the South Korean Embassy directly at: Embassy Row, 2005 Massachusetts Ave. NW, Washington, DC 20036 or 202-558-2216.

    • 3). Contact legal professionals in South Korea to assist with the issue. Submit a formal letter of request informing them of the matter and requesting their help in serving the documents.

    • 4). Ask the South Korean lawyer to file an affidavit of service with the United States Embassy abroad or a professional notary service. Have the lawyer authenticate the letter with a US consular officer to expedite the service of documents.

    • 5). Contact the US Department of State, Bureau of Consular Affairs to serve a summons, complaint or other legal documents if the matter directly involves a South Korean government agency. Consult directly with an Office of Policy Review administrator in this division on protocol and procedure for processing documents to the specified government entity.

    • 6). Communicate with the Department of State Bureau of Consular Affairs regarding legal matters that affect the serving of legal papers in North Korea. North Korea prohibits most Internet connections, along with international phone and media communications as a matter of national policy. Travel by foreign visitors into the country is also restricted or prohibited.
