Open iTunes and select "Preferences" from the Edit menu. Click the "General" tab and then the "Importing Settings" button. In the Import Settings window, select "AAC Encoder" from the Import Using drop-down list.

Locate your WMA file in Windows Explorer and drag the file's icon onto the iTunes window to import the file into your library.

Play your song and select a 30 second (or less) portion of it to use as your ringtone. Note the start and end times of your selection, then right-click the song title, click "Get Info" then "Options" and type the times into the corresponding boxes. Click "OK" to go back to iTunes.

Highlight the song title by clicking on it, then go to the "Advanced" menu and select “Create AAC Version.” Two copies of your song will appear in your playlist but one will be the shorter version. Drag the short version to your desktop and then delete it from your playlist.

On the desktop, rename the file extension from .m4a to .m4r and drag the file back into iTunes. iTunes will now recognize the file as a ringtone, which can be found under the Ringtones library rather than Music. The ringtone is now ready to import into your iPhone.
