    • 1). Develop a business plan. Before attempting to register with any government agencies, be sure you know exactly what your business will do. Know the exact products you wish to sell and services you wish to provide to avoid having to reapply for permits and licenses.

    • 2). Select a location. It can sometimes be difficult to tell where Las Vegas ends and other surrounding cities begin. Contact the the Las Vegas Planning and Development Department to make sure that any prospective locations are in the city.

    • 3). Pick your company structure and register with the secretary of state. You can choose between corporation, limited liability company, limited liability partnership or sole proprietorship. For the relative advantages of each, consult an attorney.

    • 4). Obtain a fictitious name certificate from the Clark County Clerk's office. If you wish the business to carry a number other than your own, you must first register it with the county, so that the government will know who owns it.

    • 5). Apply for a business license from the state. According to the Las Vegas Chamber of Commerce, all businesses must register with the Nevada Department of Taxation, who will issue them a sales and use tax permit and a seller's permit.

    • 6). Register with the Internal Revenue Service. Most businesses, particularly those with employees, must register with the IRS, which will issue then a federal tax identification number that can be used to identify the business to the federal government.

    • 7). Apply for a business license from the city. Applications should be picked up from and returned to the Las Vegas Department of Finance and Business Services. Most licenses will be issued in 30 days, but some businesses will require special permission from the city council and may take 60 days or more.

    • 8). Receive any additional required permits. In addition to the business license, special permits may be needed from the health, police, fire and building departments. Inquire at the Department of Finance and Business Services for details.
