    • 1). Disconnect the positive lead from the battery. Pull the spark plug wire off of the tip of the spark plug.

    • 2). Slide the governor arm (on the side of the engine) to the left and right to verify that it moves freely. Inspect the spring that connects the governor arm to the carburetor for wear. If the spring is excessively worn or stretched, replace with a new governor spring.

    • 3). Loosen the nut at the base of the governor arm with a socket and ratchet.

    • 4). Note the location of the throttle on the carburetor. Push the throttle control on the mower to the full speed setting. Observe how the governor arm moves as you adjust the throttle control.

    • 5). Push the governor arm as far as it will go in the direction that it moved with the throttle linkage in the previous step. Tighten the nut on the base of the governor arm as you hold the governor arm in this position.

    • 6). Repeat the governor arm check that you performed in Step 2. The throttle linkage should move along with the governor arm.

    • 7). Reconnect the spark plug wire to the spark plug.

    • 8). Reconnect the positive lead to the battery. Start the engine and let it warm up.

    • 9). Adjust the mower's throttle control to full speed, and listen to the engine. If it runs smoothly, put the mower into motion and continue to listen to the engine. The engine should increase RPMs slightly when under a load, with out over-revving.
