    • 1). Purchase a fishing license through the website listed in resources. Licenses are required for hook and line, shellfish harvesting, castnetting, crabbing and sport bait trawling. You can buy a fishing license online, at a local fishing supply store retailer or by mail. You will have to indicate on the form if you are a resident of Georgia or non-resident. In addition, you will need your driver's license on hand to get a fishing license.

    • 2). Read the rules of saltwater fishing prior to fishing during the winter. There are limits that have been placed on the type of fish species that can be caught and how many fish can be captured in one day. Federal fishing regulations apply to any saltwater fishing that is conducted three to 200 miles from the shore.

    • 3). Choose a saltwater location that you would like to fish. The Georgia coast is not the only place for saltwater fishing. There are numerous streams and rivers that contain saltwater such as Turtle River, Satilla River, South Brunswick and Crooked River. Decide if you want to rent a boat for ocean fishing or would rather sit on a dock of a river to fish. Because of cold winter ocean gusts of wind, fishing on the river would be warmer for those sensitive to the cold.

    • 4). Choose the type of fish you want to fish for picking out the right bait. Types of fish available in the winter include gag grouper, red snapper, black sea bass and Atlantic croaker. Because there are several fish that are illegal to catch in the winter such as cobia and blue fish, make sure that you know how to identify the legal fish to catch before fishing.

    • 5). Ask your local fishing supply store retailer about the correct fishing equipment for saltwater fishing. The type of fishing equipment that you purchase will depend on the species of fish you are catching, if you are fishing from a boat, where you are fishing and how much you want to spend. In addition, shrimping requires different fishing equipment.
