- 1). Measure the circumference of the seat at the base and the height from the floor to the top of the seat. Cut a strip of pattern paper the length of the circumference plus 2 inches and the height of the seat's height plus 4 inches.
- 2). Wrap the strip around the seat to make a tube of paper that sticks up past the edge of the seat. Pull the strip tight against the seat and pin the ends of the paper together. Take the pencil and draw around the outline of the seat from inside the tube. Unpin the paper.
- 3). Draw a further line on the pattern paper 4 inches above and parallel with the first. Cut along the second line with scissors. This makes your outside piece pattern.
- 4). Measure the height between the inside of the seat rim and the top of the rim and the circumference inside the ring. Cut a strip of pattern paper to these dimensions plus an extra 2 inches of length and 2 inches of height. Make a tube from the strip, place it inside the rim of the seat and draw around the rim on the outside.
- 5). Unroll the tube and draw a second line parallel and 2 inches higher than the first line you drew. This makes the pattern for the inner piece. Measure across the base of the seat where the baby will sit and cut a circular piece with a diameter 2 inches wider than this measurement.
- 6). Lay the pieces of pattern paper on the fabric and pin them to the fabric around their outside edges. Cut through the fabric around these shapes. Unpin the paper and save the patterns in case you want to use them again.
- 7). Place the circular piece of fabric with the presentation surface face down on the table. Make a tube of the inner piece with the presentation side of the fabric on the outside. Allow an inch of overlap at each end of the tube. Sew the two ends of the tube together. Place the tube over the circular piece with the flat edge at the bottom. Fold an inch of material at the bottom edge of the tube and the outer edge of the circle up and press these folded sections together. Fix in place with pins.
- 8). Make a tube of the outer piece with the presentation side of the fabric facing in. Allow an inch of overlap at each end and sew in place. Place the outer piece over the inner piece so that the tubes are concentric. Position the corresponding shapes facing each other. Press the edges of the two pieces together and pin them in place with the pins an inch from the edge of the fabric.
- 9). Sew along all the points where the edges of the pieces are joined. Remove the pins. Make snip an inch long from in the flat edge of the outer piece. Place the length of elastic around the bottom edge, flat edge of the outer piece and fold the fabric over it to make a tube that fits loosely around the elastic. Sew the edge of the fabric to the body of the fabric to hold the tube in place.

Turn the whole cover inside out so that the presentation side of the material is now on the outside. Slip the cover over the seat. Pull the two ends of the elastic at the bottom of the seat tight so that the cover is held tightly in place but can be pulled off with effort. Sew the ends of the elastic together with enough overlap to maintain this tension.
