- 1). Paint the toilet paper tube with the black paint and paint brush. Allow the tube to dry.
- 2). Inflate the balloon completely. Pinch the middle of the balloon and open the end to deflate the first half. Twist the pinched section and tie it shut.
- 3). Slip the bottom of the balloon into the toilet paper tube. Tear off a narrow piece of duct tape and wrap it once around the area where the balloon meets the tube.
- 4). Tape the flashlight onto the open end of the toilet paper tube.
