How to Make Small Party Pennants
- 1). Cut a template for the pennant from a piece of construction paper or poster board, depending on the size of the pennant you desire. Use a ruler to create straighter lines and cut out the stencil with a pair of sharp scissors.
- 2). Lay the material for the pennant on a flat surface. Use paper for smaller pennants to be used for cocktail stirrers or fabric for larger pennants intended for decorative use.
- 3). Place the stencil on the material and outline it with a felt-tipped marker. Cut out the pennant just inside the marker line with the sharp scissors.
- 4). Decorate the pennants with fabric markers, glitter, puffy paint or water-based paint. Allow the pennants to dry for at least 30 minutes before continuing. If you are planning to attach a stick to the pennant, continue to the next step. Otherwise, use your pennants as is.
- 5). Set the pennants with the decorative side facing down on a flat surface. Attach a toothpick or bamboo skewer to the shorter edge of the pennant with glue to act as a handle. Use white glue on paper and hot glue for fabric pennants.
- 6). Allow the glue to set for at least one hour before using the pennant.
